It is reported that the Ministry of Industry and Information Technology's "Three-Year Action Plan for Tackling Key Problems in the Core Basic Components of Construction Machinery (2025—2027)" clearly includes 12 types of key parts such as loader hydraulic pumps and valves, electronic control gearboxes, and high-strength structural parts into the key breakthrough list, providing a maximum special subsidy of 30 million yuan per year for enterprises with R&D investment exceeding 5% of their operating income, which has effectively stimulated the innovation vitality of enterprises.
Under the guidance of policies, domestic loader parts enterprises have accelerated technological research and development, and the localization rate of core products has continued to rise. As of the first quarter of 2026, the procurement proportion of domestic high-end steering pumps in domestic main engine manufacturers has reached 64.2%, and the localization rate of wet brake assemblies has risen to 52.9%, both showing a significant increase compared with the same period last year. Among them, Linyi, Shandong, as an important industrial agglomeration area for loader parts, local enterprises such as Hongxiang Machinery rely on regional industrial advantages to increase investment in R&D of precision machining and new material applications. Its core parts such as drive axles and brake discs not only have passed the ISO/TS16949 quality system certification, but also have achieved batch supporting with mainstream main engine manufacturers such as Liugong and Xugong, breaking the situation that some high-end parts rely on imports.
At the same time, the construction of the full-life cycle traceability system for loader parts promoted by the State Administration for Market Regulation has been piloted in key industrial bases such as Linyi, requiring 100% of large-scale enterprises in the whole industry to access it by the end of June 2026. Through the unique product identification code, full-link traceability from raw materials to terminal use is realized, which further standardizes the industry quality control and improves the market recognition of domestic parts. Insiders said that the coordinated efforts of policies will continue to promote industry reshuffling, and enterprises with technological advantages and compliance capabilities will usher in greater development space.
